The focus of OSEP is on building State capacity to support local educational agencies (LEAs) with the
implementation of evidence-based practices (EBPs) that will lead to measurable improvement in the State identified Measurable Result(s) (SIMR) for children with disabilities. The OSEP Guidance and Review Tool is based on the three components: 1) Infrastructure Development; 2) Support for LEA Implementation of EBPs; and 3) Evaluation.
